The Roads to Modernity: Crítica

O San Francisco Gate publicou uma crítica ao novo livro de Gertrude Himmelfarb "The Roads to Modernity: The British, French, and American Enlightenments".

Her critique of the French Enlightenment is twofold: First, the French philosophes, from Rousseau to Voltaire to Diderot and the rest, were anti-religious, and second, they were elitists who scorned the common people. The French so worshiped reason that they denied the value of faith, thus cutting themselves off from the multitudes.

The great Voltaire, Himmelfarb points out, opposed education for the children of farmers on the grounds that they were mired in religious superstition and thus largely unredeemable. This kind of elitist thinking, Himmelfarb tells us repeatedly, pervaded the French Enlightenment. So did totalitarian impulses, impulses embodied in the French Revolution and "the Terror." Himmelfarb spends much space describing Rousseau's concept of the "general will" and how it influenced Robespierre and hence "the Terror."

Most of the book is dedicated to praising the British Enlightenment, especially those two heroes of latter-day neoconservatives, Adam Smith and Edmund Burke. Unlike the "revolutionary" French intellectuals, Burke had a profound respect for established institutions. Smith, for his part, believed that religious toleration and religious freedom were essential for a coherent society and were preservative of all other freedoms. Himmelfarb shows how British philosophers such as Smith and David Hume (Scotsmen both) believed in a kind of "natural equality" between people. Both men also viewed commerce as a civilizing influence.

The final part of Himmelfarb's narrative is devoted to the American Enlightenment. Its dominating characteristic was its unique blending of philosophy and practicality. Unlike the French philosophers, who Himmelfarb views as alienated worshipers of abstraction, the American philosophers were also leaders of governments, men of action. And like the British, the American philosophers possessed a long-standing respect for the role religion played in people's lives.

Regarding religion in America, Himmelfarb favorably quotes Tocqueville: "Among us [the French] I had seen the spirit of religion and the spirit of freedom almost always move in contrary directions. Here I found them united intimately with one another." In Himmelfarb's estimation, religion was so interwoven into 18th century American society and mores that it hardly needed to be mentioned explicitly in the Constitution. Religion thus supported the American Enlightenment, much as it did the British.

A transportadora aerea italiana anunciou que só dispõe de fundos para continuar a operar durante mais um mês.

Numa tentativa de tentar salvar o seu "campeão" o Estado italiano tentou pressionar outras operadoras europeias a aumentar as suas tarifas por forma a reduzir a pressão competitiva.

Mais Uma Conspiração Sionista...

David Frum escreve sobre as recentes alegação que Israel estaria a influenciar as políticas da Administração Bush.

Somebody sold CBS News, NBC, and the Washington Post a grand conspiracy theory of sinister Zionist influence in the Pentagon based on - well on what really? The theory alleges that

a) Two years ago, some Pentagon planners wrote a draft memo suggesting that the US adopt a tougher policy toward Iran;

b) One of those planners then supposedly informed a friend at the American Israel Public Affairs Committee about the memo - who in turn informed the Israeli embassy.

Can we pause to consider what an amazing non-story all of this is?

The memo in question - a draft of a proposed presidential policy directive for Iran - was essentially rejected. The Bush administration has opted since 2001 for a policy of engagement and attempted compromise with Iran. For all practical purposes, the memo was an expression of something close to a purely personal opinion.

And even if the memo had been adopted, it involved no spycraft, no technical secrets. It simply offered a vision of what US policy toward Iran ought to be: a series of policy options.

Discussing policy options with knowledgeable people - and even with allied governments - is not "espionage".

Which is why, after 18 months of investigation, the investigators were about to drop the matter. It looks as if whoever leaked the story of the investigation leaked it precisely because he or she was annoyed that the investigators were concluding that the whole thing was much ado about nothing.

Alemanha Sim, Barroso Não

O Alemanha voltou a rejeitar a pretensão da Comissão Europeia (agora liderada por Durão Barroso) em aumentar o orçamento comunitário.

"I will remind the President of the European Commission very cordially that one cannot, on the one side, always call for respect of the Maastricht criteria, and on the other ask for more money for the European Union budget"


Ao contrário do que se passa noutras questões O Intermitente apoia a rejeição dos alemães às pretensões do nosso ex-PM.

JUST SAY NO TO BARROSO: Many, including myself, have seen Barroso's EU Commission as a symbol of a "more liberal, more Atlanticist" European Union (to use the frightened words of outgoing French trade commissioner, Pascal Lamy). That's true. But even more market-minded Eurocrats wants you to pick up the bill for their pet projects. Barroso has said that he agrees with his predecessor Prodi that the EU budget should increase from 100 billion to 143.1 billion annually, something the big countries so far reject. It would still only be 1.14 per cent of the Union´s gross national income. But it is a huge increase. And if the EU is not to become a special interest-driven, tax-and-spend real life-illustration of public choice-theories, this is where we must draw the line. This time, I'm with the French and the Germans.

Os "Campeões" Europeus

O Presidente Chirac voltou a apelar ao favorecimento de determinadas empresas por forma a criar "campeões" na UE. Estranhamente ele baseia este apelo recorrendo ao argumento da competitividade.

Como a história já demonstrou o favorecimento de empresas em nada favorece a sua competitividade. A certeza de um tratamento preferencial e as constantes intromissões políticas transformam-nas em sorvedoros de fundos públicos que se preocupam mais em agradar ao poder político que aos seus clientes.

Estranho que Chirac não tire ilações dos maus resultados que a mesma política teve (e continua a ter) em França. Ainda recentemente o Governo francês foi obrigado a " salvar" duas empresas francesas (a Bull - 517 milhões de Euros e a Alstom - 3.2 bilões de Euros) que, não obstante o seu estatuto de "campeões" do poder político, parecem não conseguir obter o estatuto de "campeões" do mercado.

Acerca do supracitado post de André Alves no Blasfémias (e das subsquentes "heresias" geradas) aconselho a leitura do artigo "Why Do Intellectuals Oppose Capitalism?" de Robert Nozick.

It is surprising that intellectuals oppose capitalism so. Other groups of comparable socio-economic status do not show the same degree of opposition in the same proportions. Statistically, then, intellectuals are an anomaly.

Not all intellectuals are on the "left." Like other groups, their opinions are spread along a curve. But in their case, the curve is shifted and skewed to the political left.

Wordsmith intellectuals fare well in capitalist society; there they have great freedom to formulate, encounter, and propagate new ideas, to read and discuss them. Their occupational skills are in demand, their income much above average. Why then do they disproportionately oppose capitalism? Indeed, some data suggest that the more prosperous and successful the intellectual, the more likely he is to oppose capitalism.

Colonialismo

A Liga Árabe tem-se oposto a sanções ao Sudão por causa dos massacres de Darfur. Muito menos aceitam os árabes uma intervenção militar para travar ali o maior desastre humanitário dos últimos tempos. Tal atitude não constitui surpresa. Não obstante serem há muito evidentes a corrupção e o nepotismo de Arafat na liderança da Autoridade Palestiniana, raras vezes essa situação originou críticas árabes. Já a União Africana foi agora capaz de criticar o Governo sudanês. Mas trata-se de uma excepção: a UA tem-se abstido cuidadosamente de desagradar a qualquer dirigente africano, por mais corrupto e incompetente que seja. Nem formulou reparos à farsa eleitoral organizada pelo ditador do Zimbabwe, o sinistro Mugabe. A regra é não dizer mal dos parceiros pobres e acusar os países ricos.

A relutância dos governantes das nações subdesenvolvidas em reconhecerem que lhes cabem responsabilidades na desgraça dos seus povos é estimulada pelas teorias que apontam o colonialismo e o imperialismo como fonte de todos os males. É a velha tese marxista de que, se há pobres, é porque existem ricos que os exploram. Acabe-se com a exploração e logo correrão o leite e o mel. Mas, extinto o colonialismo, hoje o problema de muitos países pobres é não serem explorados: ninguém lá investe. Ninguém os quer explorar.

O grande problema das economias subdesenvolvidas está na incapacidade dos seus dirigentes. As teorias que os desculpam, vindas dos intelectuais dos países ricos, revelam sobretudo paternalismo. Olham os governantes dos países pobres como se eles não fossem adultos e responsáveis: a culpa é sempre dos outros, dos exploradores, nunca dos coitados dos subdesenvolvidos. Eis o pior dos neocolonialismos.

"Bread and Circuses" in the Modern Welfare State:
Is the Worm Finally Turning?

From about the third century A.D. onwards, between a fifth and a quarter of the population of Rome, some 200,000 people, regularly received free distributions of bread and cooking oil from the Emperor. The Emperor, in turn, received the bread and the cooking oil one way or another from the producers of these goods. The welfare state had duly started to churn. We all know how the churning ended, in slow and messy agony, three centuries later. One quibble one could raise against Gibbon?s monumental history of the Decline and Fall of the Roman Empire is that he does not really answer the obvious question of why the agony lasted as long as it did.

As vital as the bread and the oil for keeping the people happy, were the numerous and frequent circuses scattered all over the city, where gladiators fought wild beasts and each other. This free entertainment, too, was provided by the Emperor. In the modern welfare state, the equivalent of the gladiators are professional football players and athletes, and the equivalent of the circuses are mainly provided by the television networks out of the advertising revenue they attract. Like in ancient Rome, so in our modern civilisation, it is ultimately the final producers of all goods who provide both the bread and the circuses. They do so both for themselves and for those who do not produce.

As then and so too today, there is a variety of reasons for producing nothing, or at least less than one could with a reasonable effort. Laziness and shirking are probably not the chief culprits. The dominant causes are more complex. Some are bad and cannot be defended, but others can honestly be argued both for and against.

The Real Price of a Free Lunch

How many times have we heard "free tuition," "free health care," and free you-name-it? If a particular good or service is truly free, we can have as much of it as we want without the sacrifice of other goods or services. Take a "free" library; is it really free? The answer is no. Had the library not been built, that $50 million could have purchased something else. That something else sacrificed is the cost of the library. While users of the library might pay a zero price, zero price and free are not one and the same. So when politicians talk about providing something free, ask them to identify the beneficent Santa Claus or tooth fairy.

Na página da Human Rights Watch.

"The Sudanese government insists that it is taking significant measures, but the continuing atrocities in Darfur prove that Khartoum?s claims simply aren?t credible,? said Peter Takirambudde, executive director for Human Rights Watch?s Africa Division. "If the government were serious about wanting to protect civilians, it would welcome a greater international presence."

In many rural areas and small towns in Darfur, government forces and the Janjaweed militias continue to routinely rape and assault women and girls when they leave the periphery of the camps and towns. In one such attack documented by Human Rights Watch in July, a group of women and girls were stopped at a Janjaweed militia checkpoint in West Darfur. Militia members told them that "the country belonged to the Arabs now and, as they were there without permission, they would be punished." All of the women were then beaten, and six girls aged 13 to 16 were raped.

"Despite growing global attention to the crisis in Darfur, neither the international community nor the Sudanese government has taken the steps needed to ensure protection for civilians on the ground," Takirambudde added. "Rape, assaults and looting continue daily even as more people are being driven from their homes."

Government troops and government-backed Janjaweed militia members in Darfur continue to commit abuses against civilians in total impunity. Government claims of progress in ending impunity through trials of Janjaweed militia members are belied by growing reports that most of the convicted are petty criminals or individuals previously convicted on other charges and not militia leaders and members responsible for acts of murder, rape or other abuses.

In response to the Security Council?s demand that Janjaweed militia members be disarmed, the Sudanese government has instead begun to incorporate them into official state security units such as the police and semi-regular forces such as the Popular Defense Forces.

Ainda o Fahrenheit 9/11

As mentiras de Fahrenheit 9/11

Quando o filme acabou, a platéia se levantou e aplaudiu. Como se pode enganar tanta gente assim, sem pudor, e ainda ganhar o prêmio principal de Cannes? Fahrenheit 9/11, de Michael Moore, que chamam de documentário, deveria receber outra qualificação. É um amontoado de mentiras e distorções, a serviço de uma teoria que o pior dos roteiristas rejeitaria: Bush, um idiota, é de uma família gananciosa, sustentada pelos sauditas, e, depois de tomar o poder com uma fraude, levou o país à guerra com o Iraque, que até então vivia pacificamente, apenas para que a indústria bélica à qual é ligado lucrasse mais.

O terror está a um passo de ganhar a guerra, pensei. Mas logo me tranqüilizei ao me lembrar de John Kerry se apresentando para o serviço, pateticamente batendo continência: "Não hesitarei em usar a força e não concederei a nenhuma nação ou organização internacional o poder de veto quando o assunto for a segurança dos EUA." Exatamente o que Bush fez: tentou o apoio internacional, não conseguiu, e foi à guerra, com o apoio do Congresso. Fico tranqüilo de saber que, com um ou o outro, terá continuidade a luta contra o terror islâmico, a pior ameaça que o mundo enfrenta desde o nazi-fascismo.

Aqui vou mostrar algumas mentiras do filme (há muitas outras). Uma pesquisa na imprensa americana e na internet ajudou muito. Principalmente, as informações coletadas por Dave Kopel, do partido democrata, mas eleitor de Ralph Nader, como Moore. Kopel é diretor de pesquisas do conservador Independence Institute. Conhece os desvios de Moore desde "Tiros em Columbine", porque, infelizmente, tem o defeito de defender o direito ao porte de armas. Os dados a seguir, vindos de mim, da imprensa ou de Kopel, foram checados nas fontes originais.

  • O primeiro resultado que a Fox deu sobre a Flórida foi pró-Gore, e não pró-Bush, como diz o filme. A Fox manteve esse prognóstico por seis horas até as duas da manhã, quando se retratou, dando a vitória a Bush. Mas, duas horas depois, pôs a eleição como indefinida.

  • A recontagem de votos feita por jornais não deu a vitória a Gore, "em todos os cenários". Se a recontagem fosse feita apenas onde Gore a solicitou, a vitória seria de Bush. Se a recontagem fosse geral - o que Gore jamais solicitou - a vitória iria para Gore, se alguns critérios fossem seguidos, e para Bush, se os critérios fossem outros. Se Gore tivesse sido eleito, as mesmas suspeitas de fraude pesariam contra ele.

  • Bush aparece num jantar de gala, dizendo: "Alguns os chamam de 'a elite'. Eu os chamo de 'a minha base'." Era o jantar anual da Al Smith Foundation, que recolhe fundos para hospitais, quando o convidado deve debochar de si mesmo. Gore, também convidado, fez o mesmo, mas Moore omite.

  • O filme diz que Bush passou 42% dos seus primeiros oito meses em férias, segundo o "Washington Post". O levantamento incluía os fins de semana de trabalho em Camp David. Ninguém nota, mas numa das cenas, ao lado de Bush, está Tony Blair. Tirando os fins de semana, o tempo cai para 13%.

  • O filme diz que, em agosto de 2001, Bush recebeu informe do FBI dizendo que "Osama bin Laden estava planejando atacar os EUA com aviões seqüestrados". "Bush pode ter achado o título vago", diz Moore, que corta a cena para Condoleezza Rice, revelando o título: "Bin Laden decidido a atacar dentro dos EUA." Engraçado, mas Moore omitiu o conteúdo do informe, uma colagem de informações de 97 e 98. A parte sobre aviões seqüestrados é o oposto do que o filme sugere: "Não fomos capazes de confirmar algumas das mais sensacionais ameaças como uma que nos chegou (...) em 98 dizendo que Bin Laden queria seqüestrar um avião para obter a libertação do sheik cego Umar Abd al Rahman e outros extremistas presos nos EUA."

  • Na cena em que Bush passa sete minutos sem nada fazer após o ataque, na escolinha da Flórida, o filme diz que ele ficou lendo um livro chamado "Meu bode de estimação". Uma graça, mas o livro na verdade se chama "Domínio da leitura 2" ("Meu bode" é apenas um exercício do livro).

  • O filme diz que 142 sauditas, incluindo 26 membros da família Bin Laden, foram autorizados a deixar o país, depois de 13 de setembro, quando o espaço aéreo estava fechado, graças à autorização de Bush. Ninguém teria sido interrogado. A verdade: Richard Clarke, então diretor de contraterrorismo e endeusado por Moore por ter se tornado um crítico de Bush, assumiu inteira responsabilidade pelo ato e garantiu que não pediu a autorização do presidente. A comissão do 11 de Setembro confirmou isso e atestou que todos os procedimentos legais foram observados, com o FBI interrogando a maioria. Basta ler as páginas 329 e 330 do relatório final.

  • O filme "denuncia" que o serviço secreto protege a embaixada da Arábia Saudita, mas uma de suas missões é exatamente proteger as missões diplomáticas em Washington.

  • O filme insinua que Bush recebeu delegados do Talibã, quando governador do Texas. É mentira. Eles visitaram a empresa Unocal para conhecer um projeto de gasoduto, apoiado por Clinton, deixado de lado em 98, e jamais retomado. A afirmação de que Hamid Karzai, presidente do Afeganistão, foi consultor da Unocal é mentirosa.

  • O filme diz que os Bush teriam se beneficiado de US$ 1,4 bi que os sauditas investiram na empresa Carlyle, de onde o ex-presidente Bush é consultor. E afirma que os Bin Laden também seriam investidores da empresa. A verdade: Bush só se tornou consultor da Carlyle anos depois do fabuloso investimento saudita. Os Bin Laden investiram apenas US$ 2 milhões na Carlyle, um nada perto da fortuna deles. Fora isso, o super anti-Bush, George Soros, também é um investidor da Carlyle, assim como muitos ex-assessores de ex-presidentes democratas são ligados a ela. O filme diz que a Carlyle ganhou milhões com a guerra do Iraque, mas ela teve prejuízo: a única arma desenhada para o Exército, mas não comprada pelo governo Bush, foi o Cruzado, um sistema de mísseis que custou à empresa US$ 11 bi. O ex-presidente Bush deixou há tempos de ser consultor da empresa.

  • O filme diz que Bush deu um mês a Bin Laden, pois não atacou o Afeganistão imediatamente. Moore deixa de contar que Bush passou um mês tentando obter o aval da ONU. Cobravam-lhe a "prova cabal" do envolvimento de Bin Laden, que, numa entrevista, dissera que não era o autor dos ataques, embora os aplaudisse. Moore, na ocasião, disse que, sem provas, Bin Laden tinha de ser visto como inocente. A invasão seria uma atrocidade, opinou. Poucos lembram, mas Bush invadiu o Afeganistão sem autorização da ONU. Só foi "perdoado" porque fitas de vídeo achadas em Cabul se tornaram a prova cabal.

  • O filme diz que o Iraque jamais ameaçou os EUA ou assassinou americanos. Mas Saddam sempre acolheu terroristas como Abu Nidal, que matou americanos, sempre premiou com US$ 15 mil as famílias dos homens-bombas palestinos, que mataram judeus americanos, e sempre, em discursos e entrevistas, fez ameaças espalhafatosas aos EUA. Após o 11 de Setembro, Saddam declarou que o ataque era o começo da grande revanche.

  • O número de congressistas com filhos no Exército - apenas um - está errado, são sete, dois no Iraque, um número baixo, mas para que mentir?

    O filme é esse lixo. Nossa imprensa, sem revelar as mentiras, foi mais ou menos unânime: "brilhante, mas faccioso", "histórico, mas tendencioso", "bem pesquisado, mas panfletário". Para mim, a adversativa não é um pequeno problema. Porque não se pode compactuar com a mentira e a empulhação. Sobretudo quando não é necessário mentir para ser anti-Bush ou antiguerra. O filme desmerece os pacifistas que o aplaudem. E que continuarão a aplaudi-lo, a despeito de tudo. Porque vivemos tempos em que muita gente está cega e surda. Não quer ouvir nem ver a ameaça que nos cerca.

    OMC

    Numa decisão preliminar a OMC considerou que os subsídios concedidos pela UE aos agricultores, relativamente ao açucar, constituem uma prática de concorrência desleal.

    Desde o final da "peace clause", que vigorou até ao final no ano passado, têm-se sucedido as queixas na OMC relativamente aos subsídios aos produtos agrícolas.

    Não obstante as resistências das organizações de agricultores e da França (a maior receptora de subsídios agrícolas na UE) a PAC tem os dias contados.

    How to Maximise Your Expenses: Advice to new Members of the European Parliament

    Dear Colleague,

    Welcome to Brussels! Less than half of those eligible to vote in the June 10th elections to the European Parliament may actually have done so - despite the fact of compulsory voting in three EU countries. So not exactly a great victory for European democracy. Nevertheless, you have achieved a great personal victory. Never mind that yours was just a name on a party list and ninety nine per cent of voters will never remember it. The fact is that you have been given the opportunity to play a part in completing the great European Project and to live in a style commensurate with the high importance of your work.

    In this connection, it is worth explaining a vital and central aspect of the life of a European parliamentarian: the system for paying expenses. It is important this is clearly grasped not just in your own interests but in those of the other MEPs - with whom cordial relations must be established if your parliamentary career is to blossom. European politics are not like the adversarial politics of Westminster. Forming relations with Parliamentary colleagues with common interests is what being an MEP is all about, and there is no doubt we have a shared interest in preserving the present system of MEPs expenses.
