9/11 Panel: Confusion Curbed CIA Efforts
CIA efforts to stop Osama bin Laden before the Sept. 11 attacks were hindered by confusion over whether intelligence officers were allowed to kill the al-Qaida leader, a federal commission said Wednesday. The CIA also had depended too much on Afghan indigenous groups to attack bin Laden and CIA Director George Tenet understood its chances of succeeding were only 10 percent to 20 percent, the federal commission on the Sept. 11, 2001, attacks said in a preliminary report.
Se a CIA tivesse conseguido eliminar Bin Laden antes do 11/09 provavelmente os EUA teriam sido alvo de uma retaliação de escala comparável ao 11/09.

ADENDA: O De Direita publicou vários excertos das declarações de Donald Rumsfeld perante a comissão do Congresso que investiga o 11/09. Juro que não as tinha lido quando escrevi este post...
"Even if bin Laden had been captured or killed in the weeks before September 11th, no one I know believes that it would necessarily have prevented September 11th ... 9/11 would likely still have happened.
And ironically, much of the world would likely have called the September 11th attack an al Qaeda retaliation for the U.S. provocation of capturing or killing bin Laden."
