Os Perigos da Dupla Maioria
O eurodeputado Jens-Peter Bonde alerta para os riscos que a dupla maioria (tal como está prevista) representa para os pequenos países.
The consequence of introducing double majority will be that the culture of negotiation which has until now been dominant in the Council, will no longer apply. Until now agreement has primarily been reached through deliberation. Since it will make no sense to propose a law which will be met by a blocking minority, the Commission will, in the future, prepare its law proposals by consulting the populous countries before elaborating a formal proposal. The small countries will only rarely be taken into consideration since even 10-12 small countries will not be able to prevent an adoption by qualified majority.
The small countries will be sidelined within the EU, because of this I do not understand why so many will accept the proposal anyway. A minority group within the Convention has prepared a more realistic proposal, where the percentage of countries and populations needed for adoption are respectively 75 and 50. This proposal takes the countries with large populations into account with the 50% rule as well as making it possible to vote down 6 of the soon-to-be 25 countries. Our proposal is still not the most ideal for the small countries and 55-55 is not an acceptable compromise.
