Registo mais duas críticas publicadas ao novo livro de Gertrude Himmelfarb.

As polemic, Ms. Himmelfarb's neat division of the Enlightenment into French, British and American forms works well, for it allows her to show how America today is the most truly "enlightened" of the lot. Whereas the British have "discarded" or forgotten important aspects of their Enlightenment, and the French apparently never adopted them at all, America has "inherited and preserved" the best 18th-century ideas, combining British social virtues with the native politics of liberty to create a modern beacon of light that would force even Kant to shield his eyes. The 18th century, Kant insisted, was an Age of Enlightenment but not an Enlightened Age. Ms. Himmelfarb's contemporary America, it would seem, is both.

Everyone knows the Enlightenment was the Age of Reason. Such eighteenth-century French philosophes as Voltaire, Diderot, and Rousseau proclaimed the primacy of reason over religion, and heralded a new age of liberty and progress, free of sentiment.

Gertrude Himmelfarb audaciously seeks to demolish, or at least dent, that received wisdom. The Roads to Modernity: The British, French, and American Enlightenments, [is] written in the distinguished historian?s usual charming, slightly humble style (...). The title is a bit of misnomer. It is not merely an examination of three related intellectual movements; it is, in the end, an argument for the superiority of the British and American Enlightenments to the French.

Os Preços dos Transportes

O recente acordo que permite indexar as tarifas dos transportes públicos ao preço dos combustíveis está a provocar uma (já antecipada) grande celeuma.

A FNSFP, o PCP, a DECO (!!), a FESTRU e a CGTP contestam a decisão.

Esta "favorece os industriais do sector dos transportes e penaliza a população" diz a FNSFP. Como o aumento do preço dos combustíveis não afectasse igualmente os primeiros.

O PCP (e a CGTP) considera ser este um "novo ataque ao sistema de transportes públicos e à mobilidade, que empurra mais utentes para o transporte individual, com os consequentes custos ambientais e energéticos". Presumo que, para o PCP, na definição de "transporte individual" apenas caibam bicicletas e as carroças que, como se sabe, não utilizam combsutível.

A FESTRU exige inclusivamente "a nacionalização dos transportes públicos, a fim de serem respeitados os legítimos interesses e direitos das populações e do País". Até me posso esquecer que a nacionalização irá desrespeitar "os legítimos interesses e direitos" dos propritários da ditas empresas (que até prova em contrário julgo serem parte integrante da população nacional). Não posso é deixar de me questionar em que medida isso iria solucionar o problema do agravemento dos custos operacionais das empresas de transportes.

A DECO propõe que o Estado custeie a diferença de preço.

Todas estas entidades apresentam "soluções" estatistas e despesistas. Nenhuma se parece querer lembrar que os combustíveis são uma importante fatia dos custos das empresas de transporte e que, na situação actual, é insustentável que as suas tarifas permaneçam inalteradas.

Nenhuma se lembra de propor (porque não?) a completa liberalização do sector dos transportes públicos.

Embora reconhecendo a completa ineficácia do "Competitiveness Council" estranhamente (ou talvez não...) o seu presidente não advoga a sua dissolução e propõe uma solução típicamente portuguesa:

Brinkhorst added that he will try to revive the competitiveness council by organising regular dinners to create a "club atmosphere"

O futuro da UE só pode ser risonho...

Não Há Machado Que Corte...

No BdE o ex-Cruzes Canhoto diz-nos que os EUA caminham para o declínio e o "modelo social europeu" é o novo paraíso terrestre. Pensa com a sua argumentação ter dado "uma machadada no «sonho americano»". Infelizmente a realidade não corrobora o seu "wishful thinking".

Recomendo-lhe um recente estudo da Timbro (que já aqui tinha referido) que chega a conclusões bastante diversas das suas. Diz-nos o referido estudo que:

If the European Union were a state in the USA it would belong to the poorest group of states. France, Italy, Great Britain and Germany have lower GDP per capita than all but four of the states in the United States. In fact, GDP per capita is lower in the vast majority of the EU-countries (EU 15) than in most of the individual American states. This puts Europeans at a level of prosperity on par with states such as Arkansas, Mississippi and West Virginia. Only the miniscule country of Luxembourg has higher per capita GDP than the average state in the USA. The results of the new study represent a grave critique of European economic policy.

Stark differences become apparent when comparing official economic statistics. Europe lags behind the USA when comparing GDP per capita and GDP growth rates. The current economic debate among EU leaders lacks an understanding of the gravity of the situation in many European countries. Structural reforms of the European economy as well as far reaching welfare reforms are well overdue. The Lisbon process lacks true impetus, nor is it sufficient to improve the economic prospects of the EU.

Os últimos indicadores e as previsões de crescimento económico não deixam margem para dúvidas. Cada vez se alarga o fosso entre a UE e os EUA. A favor dos últimos...

A Revolução Não Será Convocada Por SMS

No Público:

A convocação de uma manifestação, via SMS, para protestar em Lisboa contra a decisão do Governo em proibir a entrada do chamado "barco do aborto" em Portugal criou uma situação pouco comum: eram quase tantos os jornalistas como os manifestantes. Ontem ao início da tarde, debaixo de um sol típico de Agosto, meia-dúzia de pessoas começou a juntar-se, pouco a pouco, frente ao ministério da Defesa, no Restelo. Meia hora depois, o número de manifestantes não passava dos dez ou onze. Ao mesmo tempo, os jornalistas já eram cinco, sem contar com os de um canal de televisão que, perante o cenário, optaram por ir embora. Ninguém sabia muito bem quem tinha convocado a manifestação - todos tinham recebido a mensagem via telemóvel. A dada altura, os presentes começaram a ter medo de serem filmados ou fotografados por serem um número ridículo. Uma das manifestantes dizia ter recebido uma mensagem que dava o protesto como adiado para terça ou quarta-feira, em frente à residência do primeiro-ministro.

The Roads to Modernity: Crítica

O San Francisco Gate publicou uma crítica ao novo livro de Gertrude Himmelfarb "The Roads to Modernity: The British, French, and American Enlightenments".

Her critique of the French Enlightenment is twofold: First, the French philosophes, from Rousseau to Voltaire to Diderot and the rest, were anti-religious, and second, they were elitists who scorned the common people. The French so worshiped reason that they denied the value of faith, thus cutting themselves off from the multitudes.

The great Voltaire, Himmelfarb points out, opposed education for the children of farmers on the grounds that they were mired in religious superstition and thus largely unredeemable. This kind of elitist thinking, Himmelfarb tells us repeatedly, pervaded the French Enlightenment. So did totalitarian impulses, impulses embodied in the French Revolution and "the Terror." Himmelfarb spends much space describing Rousseau's concept of the "general will" and how it influenced Robespierre and hence "the Terror."

Most of the book is dedicated to praising the British Enlightenment, especially those two heroes of latter-day neoconservatives, Adam Smith and Edmund Burke. Unlike the "revolutionary" French intellectuals, Burke had a profound respect for established institutions. Smith, for his part, believed that religious toleration and religious freedom were essential for a coherent society and were preservative of all other freedoms. Himmelfarb shows how British philosophers such as Smith and David Hume (Scotsmen both) believed in a kind of "natural equality" between people. Both men also viewed commerce as a civilizing influence.

The final part of Himmelfarb's narrative is devoted to the American Enlightenment. Its dominating characteristic was its unique blending of philosophy and practicality. Unlike the French philosophers, who Himmelfarb views as alienated worshipers of abstraction, the American philosophers were also leaders of governments, men of action. And like the British, the American philosophers possessed a long-standing respect for the role religion played in people's lives.

Regarding religion in America, Himmelfarb favorably quotes Tocqueville: "Among us [the French] I had seen the spirit of religion and the spirit of freedom almost always move in contrary directions. Here I found them united intimately with one another." In Himmelfarb's estimation, religion was so interwoven into 18th century American society and mores that it hardly needed to be mentioned explicitly in the Constitution. Religion thus supported the American Enlightenment, much as it did the British.

A transportadora aerea italiana anunciou que só dispõe de fundos para continuar a operar durante mais um mês.

Numa tentativa de tentar salvar o seu "campeão" o Estado italiano tentou pressionar outras operadoras europeias a aumentar as suas tarifas por forma a reduzir a pressão competitiva.

Mais Uma Conspiração Sionista...

David Frum escreve sobre as recentes alegação que Israel estaria a influenciar as políticas da Administração Bush.

Somebody sold CBS News, NBC, and the Washington Post a grand conspiracy theory of sinister Zionist influence in the Pentagon based on - well on what really? The theory alleges that

a) Two years ago, some Pentagon planners wrote a draft memo suggesting that the US adopt a tougher policy toward Iran;

b) One of those planners then supposedly informed a friend at the American Israel Public Affairs Committee about the memo - who in turn informed the Israeli embassy.

Can we pause to consider what an amazing non-story all of this is?

The memo in question - a draft of a proposed presidential policy directive for Iran - was essentially rejected. The Bush administration has opted since 2001 for a policy of engagement and attempted compromise with Iran. For all practical purposes, the memo was an expression of something close to a purely personal opinion.

And even if the memo had been adopted, it involved no spycraft, no technical secrets. It simply offered a vision of what US policy toward Iran ought to be: a series of policy options.

Discussing policy options with knowledgeable people - and even with allied governments - is not "espionage".

Which is why, after 18 months of investigation, the investigators were about to drop the matter. It looks as if whoever leaked the story of the investigation leaked it precisely because he or she was annoyed that the investigators were concluding that the whole thing was much ado about nothing.

Alemanha Sim, Barroso Não

O Alemanha voltou a rejeitar a pretensão da Comissão Europeia (agora liderada por Durão Barroso) em aumentar o orçamento comunitário.

"I will remind the President of the European Commission very cordially that one cannot, on the one side, always call for respect of the Maastricht criteria, and on the other ask for more money for the European Union budget"

Ao contrário do que se passa noutras questões O Intermitente apoia a rejeição dos alemães às pretensões do nosso ex-PM.

ADENDA: Pode parecer plágio mas (garanto que) não é. Johan Norberg escreveu um post quase idêntico acerca deste assunto.

JUST SAY NO TO BARROSO: Many, including myself, have seen Barroso's EU Commission as a symbol of a "more liberal, more Atlanticist" European Union (to use the frightened words of outgoing French trade commissioner, Pascal Lamy). That's true. But even more market-minded Eurocrats wants you to pick up the bill for their pet projects. Barroso has said that he agrees with his predecessor Prodi that the EU budget should increase from 100 billion to 143.1 billion annually, something the big countries so far reject. It would still only be 1.14 per cent of the Union´s gross national income. But it is a huge increase. And if the EU is not to become a special interest-driven, tax-and-spend real life-illustration of public choice-theories, this is where we must draw the line. This time, I'm with the French and the Germans.

Os "Campeões" Europeus

O Presidente Chirac voltou a apelar ao favorecimento de determinadas empresas por forma a criar "campeões" na UE. Estranhamente ele baseia este apelo recorrendo ao argumento da competitividade.

Como a história já demonstrou o favorecimento de empresas em nada favorece a sua competitividade. A certeza de um tratamento preferencial e as constantes intromissões políticas transformam-nas em sorvedoros de fundos públicos que se preocupam mais em agradar ao poder político que aos seus clientes.

Estranho que Chirac não tire ilações dos maus resultados que a mesma política teve (e continua a ter) em França. Ainda recentemente o Governo francês foi obrigado a " salvar" duas empresas francesas (a Bull - 517 milhões de Euros e a Alstom - 3.2 bilões de Euros) que, não obstante o seu estatuto de "campeões" do poder político, parecem não conseguir obter o estatuto de "campeões" do mercado.
