O Presidente da República deu a entender que o parlamento vai ser dissolvido porque ele pensa que a sua composição já não corresponde à vontade do eleitorado. Mas isso não é motivo para dissolução. Por essa razão, quase todos os governos da UE teriam sido demitidos após as eleições europeias. É normal que a meio de uma legislatura se situe o ponto mais baixo de popularidade dos governos. Se esta razão prevalecer como válida nos hábitos constitucionais portugueses, então qualquer próximo governo será obrigado a governar olhando permanentemente para as sondagens, até deixar o país na bancarrota.

O Presidente da República foi mais directo quando alegou como fundamento «uma sucessão de episódios que ensombrou decisivamente a credibilidade do Governo e capacidade de enfrentar a crise que o país vive». Mas esta é uma afirmação paradoxal para um PR que tutelou os episódios ridículos em que o governo de Guterres esteve envolvido, com ministros a saírem e a fazerem declarações insultuosas, convocando mesmo conferências de imprensa para o efeito.

Por outro lado, ao dizer isto, está a passar um atestado público de incompetência ao governo de Santana Lopes e seria exigível que sustentasse melhor e com mais rigor esse gravoso julgamento da competência do governo, pois ao deixá-lo no vago, ele pode ser interpretado como um mero discurso de abertura de campanha do Partido Socialista.

País Surreal

Após dez dias de espera o Presidente Sampaio irá finalmente comunicar ao país as razões porque decidiu dissolver a AR e convocar eleições antecipadas. Neste entretanto ao Governo, que pelos vistos já não gozava da sua confiança, foi permitido permanecer em funções e aprovar o Orçamento.

Se as razões apontadas pelo PR corresponderem àquelas que têm sido avançadas confesso que não dou muito pela estabilidade dos próximos governos em Portugal. O que acontecerá quando, num futuro governo, um qualquer Ministro pedir demissão e vier fazer oposição para os jornais?

They join the chorus decrying the shortcomings of the capitalistic civilization and speak in elated enthusiasm of the achievements of the autocrats. UE: A Vigilância Socialista Contra o Perigo Liberal

O grupo socialista do Parlamento Europeu está extremamente preocupado com a tendência neo-liberal da nova Comissão Europeia. Temem pelo futuro do "Modelo Social e Económico Europeu" que tanto tem contribuido para o atraso económico da UE nas últimas décadas. Prometem, no entanto, ficar vigilantes e impedir qualquer iniciativa liberalizante que permita resolver os nossos problemas estruturais.

Pode Ser Que Sim. Ou Não...

Pode ser que a notícia do processo levantado pelo MP à gestão de Santana Lopes na Câmara da Figueira da Foz o façam abandonar a política (e consequentemente a candidatura nas próximas legislativas).

Por outro lado pergunto-me que seria, nesta altura, o candidato alternativo. E não deixa de ser também verdade que, nos últimos tempos, um processo em Tribunal (de preferência mediatico) é mais uma fonte de vitimização que de vergonha.

Setúbal

Recebi ontem na caixa do correio o novo número da revista "Setúbal", editada pela Câmara Municipal de Setúbal (CMS) e distribuida gratuitamente aos seus municipes.

É positivo que, ao contrário de edições anterirores, a foto do presidente da autarquia não apareça em 80% das páginas. Neste novo número o fotogénico Carlos Sousa apenas tem direito a uma aparição. Por sinal a única fotografia em toda a revista. O resto das páginas é ocupado com a enumeração exaustiva das realizações da CMS nos ultimos três anos. Mas desenganem-se os que pensam tratar-se de propaganda eleitoral com vista às próximas eleições autárquicas. Trata-se apenas de "mostrar o trabalho sério realizado com e para os setubalenses".

Nota:
Entre as actividades enumeradas conta-se a participação nos recentes Fórum Social Mundial e Fórum Social Europeu. Embora de momento me escape, terá certamente existido uma razão de peso para que a Câmara mais endividada do país tivesse suportado os encargos de participação nestes eventos realizados, como se sabe, no estrangeiro.

The Seen and the Unseen:On the Economics of Protecting Employment

Mais um excelente artigo de Anthony de Jasay na Library of Economics and Liberty.

Today, in Germany and France, divorcing your spouse is easier, and in most cases cheaper, than dismissing an employee under due observance of the provisions of the contract of employment. The administrative hurdles can be a long nightmare. Court approval may be required and failing it, the employees in question must be reinstated. The labor union representing a majority of the employees must agree to the "social plan" by which the employer company undertakes to assist the employees who lose their jobs. (...)

Lately, a French draft bill, redefining the conditions under which job cuts could be permitted, included the "safeguarding of competitiveness" as one of the grounds for authorising such cuts. The CGT cracked the whip, President Chirac heard the crack, Mr. Raffarin the premier heard that Mr. Chirac has heard it, and the provision about competitiveness was tactfully scrapped.

It is too obvious for words that when firing is very difficult, very expensive and takes long to accomplish even if it is eventually allowed, hiring will look a much more dubious proposition than it would otherwise do. The potential employer will think twice before creating a new job or filling one that falls vacant by natural wastage. Having thought twice, his third thought is quite likely to be not to hire.

The peoples of East and South Africa suffer heavily from AIDS, but are reluctant to talk about it. They prefer to regard it as a malevolent act of Nature, rather than to admit that its spread had something to do with their own free and easy practices. The "political classes", if not the peoples, of Continental Europe display much the same attitude in the face of endemic unemployment. It is a malevolent circumstance beyond their control. The social regime they have put in place is not responsible for its spread. In no way is it the consequence of the "European Model", which is blameless in the matter. They will readily praise the European Model for its purported humane dispositions, including its concern for protecting employment, but will not admit that the spread of unemployment owed anything to these concerns. Much of this is just fake innocence and whistling in the dark, for it is impossible honestly to believe that chronic unemployment is in no way the "model's" fault.

Behind the fake innocence, a powerful political mechanism is at work, forcing attention to be confined to "what can be seen"?a mechanism that Bastiat in the 1840s did not account for, because in his time it did not yet exist. It developed after World War II along with the rise of the Welfare State and its systematic study was left to the "public choice" branch of economics to undertake from the 1970s onwards. Job protection is an instructive case study.

"Blocking the exit" in a country of the size of Germany or France may well abort each year 200,000 or more jobs that would have been created. A company trying to cut 200 jobs at its plant in a smallish provincial town will set off 200 furious and desperate screams insisting on protection. The despair and fury are perfectly understandable. They could hardly be mitigated by telling the protesters that overall job protection will cost the country as a whole 200,000 jobs. The local screams will be transmitted to the capital, and multiplied in volume, by the labor unions and the news media, frightening the wits out of a government worried about its score in the polls and the next election. It takes more self-confidence and "long-termism" than most governments possess, to rise above such worries.

Once the state has moved into the economic sphere and taken responsibility for propping up the wellbeing of its citizens with the money it takes from them, it can hardly stop them running to it for help when their wellbeing needs propping up. The process, of course, becomes cumulative, for "what is not seen" must systematically be sacrificed for the sake of "what is seen". Bastiat's great discovery, opportunity cost, that evaluates a chosen alternative against the forgone alternative that could have been chosen in its place, must then lose its edge.

Nota: Segundo a notícia de ontem d'A Capital (numa parte que não estava online) uma das condições que o BE colocou para o apoiar o PS na AR seria um pacto de "defesa do emprego". Ciente das suas "obrigações sociais" e com a sua usual irresponsabiluidade em matérias económicas acredito que os socialistas a aceitaram sem objecções.

Aliança parlamentar entre PS e Bloco de Esquerda

Notícia n'A Capital.

Os socialistas admitem fazer acordos pontuais de incidência parlamentar à esquerda, tendo como «aliado o Bloco de Esquerda (BE) e não o Partido Comunista», revelou um dirigente socialista. Fontes do PS e do BE admitem a A Capital que já houve conversações, embora não oficiais, nesse sentido.

Mário Soares

Existe quem sustente que não existem diferenças substanciais no pensamento político de Mário Soares entre 1975 e o de 2004. As suas alianças (formais ou informais) devem ser analisadas mais como movimentos tácticos que ideológicos.

Quaisquer que tivessem sido as suas motivações o que é facto é que num momento crucial da nossa história Mário Soares esteve com aqueles que defendiam o regime democrático e contra o modelo socialista (nas suas multiplas variantes). Não será exagero afirmar que, nesse periodo, a sua acção foi determinante e que a nossa Democracia muito lhe deve.

Hoje prefere a companhia dos derrotados do PREC...

Direitos, Liberdades e Garantias

No Público.

O Movimento de Utentes dos Serviços Públicos (MUSP) contestou hoje os novos aumentos dos passes sociais revistos para o início do próximo ano, considerando que é "mais uma medida penalizadora dos direitos [!!!] dos utentes".

Penso que a recusa de Locke em considerar como válido o direito dos utentes não verem aumentados os passes sociais é uma das mais graves falhas da sua obra.

Constituição Europeia

Durão Barroso avisou que "uma situação de crise política não é seguramente o melhor momento para discutir a Constituição Europeia". Pela ausência de debates realizados durante o seu governo diria que, pelos vistos, uma situação de estabilidade governativa também não será o momento oportuno.

Os (Outros) Criacionistas

When creationist thinking today is applied to the astrophysical, geophysical, and biological parts of the world, almost all members of the "reality-based community" (as modern American leftists are now fond of calling themselves) reject it as simplistic, baseless, and thoroughly at odds with scientific thought. "Only red-state yokels blinded by religion believe in creationism and reject natural selection!"

But the bluest blue-state left-"liberal" atheist oughtn't be too quick with the self-congratulatory praise of his or her own rational faculties. Most left-liberals are pure creationists when it comes to society and social order. For them, government is the creator of order - of high wages, of safe working conditions, of safe food and drink, of fair prices, of good education, of trustworthy physicians, accountants, and butchers, of peace, commerce, culture, and civility itself.

From David Hume and Adam Smith through Hayek to Anthony de Jasay and Randy Barnett (among many others), the true reality-based view of social order is that it is the product of spontaneous, undesigned, and undesignable evolution. The state has its consequences, to be sure, but it is emphatically not society?s Creator. Nor could it possibly be.

Sá Carneiro

O Super Flumina comemora o aniversário da trágica morte de Francisco Sá Carneiro.

Lembro-me que, nessa fatidica noite, estava no comício de encerramento da companha do General Soares Carneiro em Setúbal. Por entre desmaios e expressões de horror a esperança num país democrático, livre da tutela militar, desvanecia-se.
