Império Austro-Hungaro: As Tensões Nacionalistas e a Desagregação do Império

The political concept at the basis of almost all state structures of the last centuries of the Middle Ages and the first centuries of modern times was princely dominion. The state existed for the sake of the king and his house. That holds true of the state of the Austrian Habsburgs, from the Ferdinand who as German emperor was called the First to the Ferdinand who as Austrian emperor was the only one of that name, just as it holds true of all other states of that time. In that respect the Austrian state was no different from the other states of its time. The hereditary lands of Leopold I were fundamentally no different from the state of Louis XIV or Peter the Great. But then came other times. The princely state succumbed to the attack of the freedom movement; in its place appeared the free national state. The nationality principle became the bearer of state coherence and the concept of the state. Not all states could take part in this development without change in their geographical extent; many had to submit to changes in their territory. For the Danube monarchy, however, the nationality principle actually signified the negation of its justification for existence.

Among the most notable phenomena of the history of the last hundred years is the fact that the modern political ideas of freedom and self-government could not prevail among the German people, while elsewhere they could make themselves influential almost everywhere on earth. Everywhere democracy has been able to overcome the old princely state; everywhere the revolutionary forces have triumphed. Only precisely in Germany and in Austria?and besides there only in Russia?has the democratic revolution been defeated again and again. While every nation of Europe and America has experienced an age of liberalism in constitutional and economic policy, in Germany and Austria only slight successes have been accorded to liberalism. In the political sector, the old princely state, as represented at its purest in the constitution of Prussia under Frederick the Great, did indeed have to grant some concessions, but it was far from transforming itself into a parliamentary monarchy of, say, the English or Italian sort; as a result of the great political movements of the nineteenth century the authoritarian state appears here.

Cultura e Desenvolvimento Economico

Se a cultura fosse um efeito da economia, como pensava Marx, a pergunta sobre as condições culturais propícias ao desenvolvimento não faria o menor sentido: o processo econômico, a cada passo, produziria as condições culturais de que necessitasse, e elas, passivamente, se limitariam a expressar um estado de coisas sobre o qual não exerceriam, em retorno, grande influência.

Foi Max Weber quem inverteu a equação marxista, mostrando que as mudanças culturais -- especialmente morais e religiosas -- muitas vezes se antecipam às econômicas e as determinam.

A aplicação dessa hipótese às origens do capitalismo -- para explicá-las pelo influxo da ética protestante -- acabou se revelando mais difícil do que parecia, e para tirar a dúvida Weber mergulhou numa investigação abrangente das relações entre religião, moral, economia e sociedade, donde saíram os brilhantes estudos sobre ?O Judaísmo Antigo?, ?As Religiões da China? e ?As Religiões da Índia?. As análises parciais deveriam convergir numa teoria geral segundo os princípios esboçados em ?Economia e Sociedade?, mas Weber morreu antes de completá-la.

Quatro décadas de discussões não bastaram para resolver o problema, mas fixaram na imaginação das classes letradas, como um lugar-comum, a associação referida no título ?A Ética Protestante e o Espírito do Capitalismo?.

Na década de 70, o cientista político e ex-ministro francês da Justiça, Alain Peyrefitte, defendeu com profusão de provas e documentos a tese de que o protestantismo não fomentara o desenvolvimento capitalista em razão do seu conteúdo moral, como supusera Weber, mas sim pela forma da organização das suas igrejas. Desprovidos de uma autoridade central como a do Papado, os grupos religiosos independentes encontraram na convivência igualitária, no livre comércio e na fidelidade aos mandamentos evangélicos, interpretados segundo a consciência de cada qual, os princípios de uma nova ordem social e econômica que floresceu no capitalismo moderno. Nos países católicos, inversa e complementarmente, a causa da paralisia econômica não foi a moral da Igreja, mas a centralização burocrática. O Papado, assustado com a rebelião protestante, atormentado de suspeitas contra tudo e contra todos, e ao mesmo tempo fortalecido pela súbita ascensão das monarquias católicas que as navegações haviam enriquecido, fechou-se numa hierarquia rígida e numa reivindicação de poder absoluto, eliminando o que restava do pluralismo medieval e sufocando a iniciativa de auto-organização da sociedade. Seu exemplo não demorou a ser seguido pelas monarquias sob a sua influência, especialmente Portugal e Espanha. O sonho de Sto. Tomás, de uma sociedade cristã de homens livres, unidos tão-somente como membros do corpo místico de Cristo, acabou-se realizando entre os ?infiéis? protestantes.

Max Weber, em suma, ouvira o galo cantar sem saber onde. Três elementos foram decisivos para o bom resultado econômico do capitalismo: (a) a liberdade de auto-organização; (b) a homogeneidade moral, resultado da fidelidade geral ao Evangelho (tanto mais estrita porque, não havendo autoridade formal superior, a Bíblia se tornava, diretamente, o critério comum para a arbitragem de todas as disputas); (c) o ambiente de confiança, honradez e seriedade criado pelos dois fatores anteriores. Em contrapartida, o autoritarismo papal e monárquico criou sociedades anêmicas, desfibradas, intimidadas e corrompidas pela subserviência à burocracia onipotente.

Nas modernas ditaduras nazista, fascista e socialista, a centralização burocrática foi levada às últimas conseqüências, criando o totalitarismo propriamente dito, o projeto da sociedade inteiramente controlada e planejada. Essa monstruosidade, perto da qual os monarcas absolutos e os papas da Renascença parecem anjos de tolerância, criou novas formas de corrupção e degradação verdadeiramente demoníacas, transformando cidadãos pacatos em militantes furiosos, executores de ordens macabras que repugnam à consciência humana. Herdeiros e cúmplices de crueldades sem fim, os militantes revolucionários condenam o capitalismo com uma indignação histérica que nada tem a ver com o verdadeiro sentimento moral, mas é apenas um disfarce neurótico destinado a sufocar a consciência de culpas superiores à capacidade de arrependimento do homem comum.
Em todos os regimes totalitários, o progresso inicial, forçado na base do terror e do trabalho escravo, acaba sempre cedendo o passo à anarquia mal disfarçada, à corrupção endêmica, à paralisia econômica e à derrota inevitável. O mesmo, em escala menor mas não menos notável, ocorre nas ditaduras, semiditaduras e pseudo-democracias do Terceiro Mundo, todas infectadas do vírus estatizante, centralizador e burocrático do nazismo, do fascismo e do socialismo.

Se o ?ethos? que favorece o desenvolvimento capitalista é baseado na síntese da liberdade político-econômica com a homogeneidade dos códigos morais, resultando na criação de um ambiente de confiança e responsabilidade, o fator principal que leva à paralisia é, na Renascença como hoje, a cultura da suspeita universal, da acusação projetiva, do ressentimento e do medo, que induz a população a apegar-se neuroticamente à autoridade -- seja a autoridade do Estado, seja a dos líderes revolucionários que professam destruí-la.

Uma cultura que destrói a fé antiga produz a anarquia moral que desembocará, fatalmente, na ascensão de uma autoridade ainda mais temível do que todas as anarquias.

Uma cultura que destrói a confiança dos homens uns nos outros convoca à existência o Grande Inquisidor que arbitrará todas as relações humanas, interpondo-se entre patrão e empregado, marido e esposa, pais e filhos.

Uma cultura que não busca a síntese do rigor moral e da liberdade política extingue ao mesmo tempo a moral e a liberdade.

Toda riqueza construída com base nessa cultura é de obtenção dolorosa e duração efêmera.

A condição sine qua non da prosperidade é a total destruição dessa cultura.

Ironias

Um artigo de Amir Taheri na NRO questiona a legitimidade dos ditadores árabes para porem em causa a legalidade do nova assembleia governativa iraquiana.

"They are not elected," said Amr Moussa, secretary general of the Arab League. "They are not representative," noted Syria's Foreign Minister Farouq Shiraa.

"They lack democratic legitimacy," snapped the Libyan "Supreme Guide" Muammar Kaddafi. Finally, the Sudanese military junta offered its own verdict: "We shall have to wait and see if they are accepted by the people."

But are the members of the Iraqi Governing Assembly the "quislings" that Al-Jazeera, and some anti-Bush and anti-Blair elements in the U.S. and the U.K., claim?

Anyone familiar with Iraq today would know that the answer is: no.

All the members of the new assembly have a long history of struggle against Saddam Hussein. They began fighting the Baathist tyrant long before he caught the eyes of the Americans.

Massoud Barzani and Jalal Talabani raised the flag of revolt against Saddam in 1968, just months after the Baathist regime was installed. Adnan Pachachi castigated the tyrant as early as 1969. Muhammad Bahr al-Olum declared war against Saddam almost a quarter of a century ago. Abdel-Aziz Hakim, who lost 40 members of his family to Baathist murder squads, fought the tyrant from 1980, at a time the West was backing Saddam. Iyad Allawi, whose wife was killed in London by a hit squad sent by Saddam, became an opponent of the regime when the latter was at the peak of power. Ahmad Chalabi devoted nearly half of his life to fighting Saddam. Many members of the assembly spent years in Saddam's jails.

The liberation of Iraq was a joint enterprise between the U.S.-U.K. Coalition on the one hand and the Iraqi people on the other. The Iraqi people contributed to liberation by not fighting the liberators and by making sure that the tyrant was left with no choice but to run for a hole in which to hide.

As Motivações Políticas dos "Catastrofistas Ambientais"

He should know the science behind global warming is uncertain, that the models used to predict the climate into the future have been found faulty. Yet he chooses to feed the illusion. Is it simply a pretext that allows him to indict America for its perceived excesses?

"Nowadays," Houghton mused after making his statement, "everyone knows that the U.S. is the world's biggest polluter, and that with only one 20th of the world's population it produces a quarter of its greenhouse gas emissions."

Perhaps Houghton couldn't help it, but the more he talked, the more he revealed himself and most of the eco-activist movement. Sounding the global warming alarm is not about protecting the environment as much as it is about imposing the egalitarian ideal. It's about shaming the U.S. and the West for consumption habits and all the benefits generated by our system. Exaggerating the threat is just an effective means to achieving an end

In a series of broad ranging suggestions, the OECD recommend reform of the EU?s labour market and introducing measures to cut red tape, complete the single market, improve research and development and further liberalise world trade.

The result could be an increase in potential per capita eurozone growth from 1.75% to 2.25%

No entanto, o caos social que se verificou no pós-guerra teria sido evitado se a América não se tivesse relegado ao isolacionismo e tivesse assistido a Alemanha como fez após a IIº Guerra Mundial.

No EconLog Arnold Kling também faz a apologia do mercado de futuros e cita a opinião de vários especialistas. Queria destacar um em particular:

The futures market in orange juice concentrate is a better predictor of Florida weather than the National Weather Service. The Iowa Electronic Markets outperform the opinion polls in predicting presidential election vote shares. Hewlett Packard ran a market forecasting printer sales that outpredicted any of its analysts. The Defense Department should be applauded for admitting to its own limitations. Last winter we studied a market in "Saddam Securities" that proved to be a good predictor of the probability of war in Iraq.

Futuros pt II

No seguimento do seu anterior artigo (ver aqui), Hal Varian publica hoje no NYT uma coluna em que defende a ideia original e atribui o seu abandono a reacções exageradas de alguns políticos e a uma má condução política deste tema.

Uma vez que a ideia de um mercado público sobre futuros é pouco provável que venha a ser recuperada Varian propões, como alternativas, um mercado "fechado" apenas acessível a analistas da CIA (e de outras agênicas de informações) ou um indice público compósito (um "political instability index") que não seria tão polémico.

Os crimes de Saddam

O DN tem vindo a publicar crónicas do escritor peruano Mario Vargas Llosa sobre o Iraque em que se denunciam os crimes de Saddam Hussein. Eis alguns exemplos

"Uma das explicações para o vandalismo [refere-se à onda de violência e saques ocorridos após a queda do regime] é a abundância de delinquentes comuns soltos no Iraque por ordem de Saddam. Quantos eram? Entre trinta e cem mil. Os números nunca coincidem e alcançam extremos fantásticos.

Sem dúvida, uma boa parte dos estragos proveio dessas massas de delinquentes lançados a fazer das suas nesse país sem lei nem ordem que Saddam quis legar à posteridade. Foram causados também por pandilhas de agentes, torturadores e funcionários do regime empenhados em fazer desaparecer qualquer traço das suas malfeitorias"



O vice-presidente da Associação de Prisioneiros, Abdul Fattah Al-Idrissi, assegura-me que, por exagerado que pareça, o número de assassinados e desaparecidos desde que o Partido Baas deu o primeiro Golpe de Estado e se iniciou a irresistível ascensão de Saddam Hussein em 1963 oscila entre cinco e seis milhões e meio de pessoas. Ou seja, algo assim como 20 por cento da população do Iraque. «Nem Hitler tem um recorde semelhante».

Alguém deseja discutir a (suposta) ausência de justificações para a intervenção no Iraque?

Constituição Europeia

Segundo o EU observer, ao contrário de outros países e apesar dos "avisos" de Joshcka Fisher e Giscard D'Estaing, o Reino Unido vai apresentar proposta de alteração à proposta da CE.

The British government will publish a "White Paper" - a policy statement - setting out its "red lines", areas in which it is not prepared to compromise, after the summer break, the paper says.

These "red line" issues include: proposals which move towards tax harmonisation, the mutual defence pact - which the UK government sees as undermining NATO - and the creation of an EU public prosecutor


O RU espera que outros países apoiem estas propostas. É expectável que a "sagrada aliança" franco-alemã e outras luminárias acusem estes países de "seguidismo"...

Um artigo na de Michael Novak na NRO sobre o anti-americanismo e a hegemonia americana.


When some American critics (ineptly) describe America as an empire-to make fellow Americans feel guilty — they define empire by an abiding American concern to keep international trade routes open; and by American preparedness since World War II to fight two wars at any one time, as we had to do in Asia and Europe from 1941 right through the Soviet threat until 1989. They blame our economic motives and our military motives. They do not mean acquisition of territory, just worldwide watchfulness and worldwide activities.

But think of the alternative. An isolationist America unwilling or unable to argue for free trade, and to keep the trade lanes open, would dash the hopes of every nation seeking to emerge from poverty by entering the "circle of economic prosperity" constituted by that trade.

An America unwilling to help democratic forces and those seeking protection of their human rights, everywhere around the world, would not have presided over the growth of democracies in the world from 4 in 1900 to 30 in 1974 to 117 today. The vast populations moving out of poverty since 1950, those moving from illiteracy to literacy, and those whose average age at death jumped from roughly 41 to 62, made these advances during the period of American preeminence. At least a little of this worldwide progress is owed to the blood shed by Americans (and many others) in overcoming massive tyrannies, and to the treasure and techniques Americans shared with those in need.

America neither deserves nor desires uncritical love, by Europeans or anyone else. But does it not seem at least a little ungenerous and, compared to real alternatives, utterly groundless to give currency to calumnies about America? Such calumnies now circulate widely among intelligent people in Europe, who have reason to know better. For your own self-respect, dear friends, raise questions about them.

About our faults and misjudgments say all you will. Only, I urge you, cleave to the truth. That garment best becomes what Europe stands for.

Trabalhadores da TSF expressam preocupações aos partidos

O Públido noticia que uma delegação dos trabalhadores da TSF requereu (e obteve) audiênicas com o PS, o PCP, o BE e Jorge Sampaio a quem expressaram as suas preocupações.

"Mais do que uma questão laboral que preocupa cada um dos funcionários, os trabalhadores estão muito apreensivos com uma possível descaracterização do projecto"

Ainda que considre a TSF a minha estação de "defeito" (mais por falta de alternativas que por outra coisa - sublinho) custa-me a compreender a razao que leva representantes de vários partidos e o PR a imiscuirem-se nos assuntos de uma rádio privada. Apenas a publicidade gerada em torno dela e o desejo de ser associado a (mais) uma nobre causa (no seu pobre entendimento) o pode justificar. Presumo que alguém deputado mais afoito já tenha pedido um debate de urgência para debater este "problema"...

O Federalista

No seu artigo de hoje António José Texeira escreve sobre a edição portuguesa dos "Federalist Papers".

Apesar de todos os elogios que lhe tece, AJT, comete um erro crasso. Compara a Constituição de Filadélfia à actual Constituição portuguesa. Enquanto a primeira se limitava a apontar principios genéricos e, como bem refere AJT, a limitar a acção do poder político, a nossa constituição, pese embora as revisões operadas, continua a ser demasiado "precisa" (ie não generalista) e dirigista.

Unpatriotic Conservatives

The antiwar conservatives aren't satisfied merely to question the wisdom of an Iraq war. Questions are perfectly reasonable, indeed valuable. There is more than one way to wage the war on terror, and thoughtful people will naturally disagree about how best to do it, whether to focus on terrorist organizations like al-Qaeda and Hezbollah or on states like Iraq and Iran; and if states, then which state first?

But the antiwar conservatives have gone far, far beyond the advocacy of alternative strategies. They have made common cause with the left-wing and Islamist antiwar movements in this country and in Europe. They deny and excuse terror. They espouse a potentially self-fulfilling defeatism. They publicize wild conspiracy theories. And some of them explicitly yearn for the victory of their nation's enemies

A Iª Guerra Mundial (continuação)

Carlos Novais respondeu ao meu post sobre o supracitado tema.

Continuo a achar estranho que CN reconheça a Alemanha prussiana e a Rússia czarista como "estados liberais" (como André Alves reconheceu).

O status quo do pré-Iª GM era inviável a médio prazo. As tensões nacionalistas no interior dos impérios centrais levariam levariam à implosão dos ditos impérios. Essa fragmentação poderia ter acontecido ser recurso à guerra mas infelizmente não foi esse o caso. Por outro lado, como já anteriormente o disse, considero profundamente hipócrita que as democracias liberais assistissem impávidamente à expansão alemã na Europa continental que, volto a frisar, era um estado iliberal.

Quanto ao pós guerra CN contradiz-se. Foi precisamente o isolacionismo das democracias ocidentais que levou à instabilidade política na Alemanha.

Quanto ao nation building que CN critica só defendo a intervenção das potencias ocupantes na manutenção da ordem pública e na recuperação das infra-estruturais essenciais (como seria normal num estado "normalizado"). O restante esforço pode e deve ser feito com recurso à iniciativa privada (como está a acontecer no Iraque).

A Inevitabilidade do Estado

Um artigo de Walter Williams questiona a inevitabilidade da existência de certas politicas e organismos estatais.

"Whenever someone says that this or that government program is absolutely necessary, I always wonder, "What did people do and how did they survive before the program?"

If someone says food stamps are absolutely necessary for poor people's survival, I wonder how America's millions of poor immigrants made it. Unless I missed something, mass starvation is not a part of our history. Was there a stealth food stamp program during the 1700s and 1800s?

Then there's the question: How did we manage to build the world's greatest cities without the help of the 1965-created U.S. Department of Housing and Urban Development? Did cities become worse off or better off afterward? Or, how did we manage to produce energy to fuel the world's richest economy before the 1977 creation of the Department of Energy?

In a free society, government has the responsibility of protecting us from others, but not from ourselves. Before government got into the business of protecting us from ourselves, we did have a greater measure of protection from others.

Futuros Sobre o Terrorismo - Uma Solução "Liberal"? (via Instapundit)

Apesar de algumas mentes "esclarecidas" julgarem tratar-se de um disparate, a verdade é que prevista bolsa de futuros sobre o terrorismo pode ser uma forma de agregar informação dispersa mais eficaz (uma solução "liberal") do que o recurso aos analistas especializados das agências de informação (similar à da economia planificada). O OxBlog também concorda:

Knowledge and expertise are widely diffused in any society. As I explained at length in a post on Hayek last year, complex systems function by finding ways to aggregate diffuse knowledge into simple indices, which then allow actors in the system to take advantage of knowledge that they don't actually have (e.g., no one knows exactly what Americans' breakfast cereal preference orderings are, but by watching the information-aggregating index that we call "price," producers can generally ensure that, when you go to the supermarket, you'll find the brand you want. Compare that to the shortages of some items and overproduction of others that centrally planned economies have produced). A futures market in terrorist attacks, while it sounds grisly, may help us to aggregate diffuse knowledge in a way that will prove superior to expert knowledge. It also may not, but it seems to me that it's worth a try. At the very least, if we're going to demand that the government get creative in fighting terror, we shouldn't be so quick to criticize when it does just that.

There is the problem of "insider trading" -- i.e., terrorists placing bets on when terrorist attacks will occur. But it strikes me that there's probably some feasible way to set up the system so as to help us catch people who try to do this.

A Iª Guerra Mundial

No Causa Liberal, Carlos Novais (CN), busca na Iª Guerra Mundial o argumento contra a intervenção externa. Nada mais errado.

É estranho que, sendo um libertário, CN não veja no fim das potências centrais (e centralistas) europeias um factor positivo. Presumo igualmente que tendo (certamente) lido Hayek CN deva saber quer a raiz dos autoritarismos comunista e nazi já se encontravam, respectivamentes, nos regimes czarista e prussiano.

Por ultimo é ainda mais gritante que CN não compreenda que o isolacionismo americano no pós-guerra que abandonou aqueles países à sua sorte, ao contrário do que foi feito após a IIª Guerra Mundial na Alemanha e no Japão onde foi feito um esforço de nation building, carrega parte das culpas pelas eventos subsquentes.

Tal como no passado, as democracias-liberais não podem assistir impávidas às guerras. É imperativo que se abandone a neutralidade hipócrita que povo a mentalidade da (maior parte da) esquerda e dos isolacionistas de direita.

Quatro dos principais líderes da sublevação militar ocorrida no passado domingo nas Filipinas foram treinados para a luta anti-terrorista pelas tropas especiais dos Estados Unidos, indica uma fonte militar.

Estes oficiais receberam treino de tiro de precisão, combates nocturnos e técnicas anti-terroristas com forças especiais norte-americanas no sul do arquipélago no ano passado, indicou um alto responsável militar que pediu para manter o anonimato.
Este treino fazia parte da ajuda fornecida pelo Exército norte-americano às Filipinas, aliado chave de Washington na guerra contra o terrorismo. As novas técnicas foram utilizadas posteriormente na luta contra o grupo guerrilheiro Abú Sayaf.

comentário: esta segunda notícia refere igualmente que, pelo menos, parte dos "golpistas" pertencia a tropas de elite (que certamente receberam parte do seu treino nos EUA) mas que a pressão dos EUA e da Austrália (assim como a falta de apoio popular) foi determinante no fracasso do golpe.

Tal como no recente golpe ocorrido em São Tomé e Princípe alguns comentadores vieram, precipitadamente, sugerir que os EUA seriam os seus mentores. O factos vieram a provar o contrário. Ambos os golpes foram condenados desde o início pelos EUA que em ambos os casos advertiram os golpistas das graves consequências dos seus actos. Há, no entanto quem continue a tese conspirativa. Existe igualmente uma enorme legião de adeptos dos "X Files"...

Lula Supports Castro's Internal "Blockade"

If President Lula wants to deny with facts, and not with words, that he has been transformed into the greatest international supporter of the Communist regime of Cuba - with all the grave responsibility that it implies before the Cuban people and the generous, cordial and intuitive Brazilian people, but, above all, before God - let him take clear diplomatic measures to contribute to the liberation of hundreds and perhaps thousands of Cuban political prisoners. Let him do something significant to save the lives of the political prisoners Martha Beatriz Castle and Oscar Biscet, who agonize in the Cuban jails, waiting thus the public call that has just been made by the Cuban organization United Cuba, of Miami. Let him not cross his arms before the drama of the Cuban physicist, Dr. López Linares, currently living in Brazil, who fruitlessly wrote to the Brazilian president asking for his intervention to be able to travel to Cuba to meet his little son Juan Paolo, four years of age. O Erro de Stiglitz

O livro "Globalization and Its Discontents" de Joseph E. Stiglitz tem sido frequentemente utilizado pelo "alter-globalistas" (mesmo que não o tenham lido) para alimentar a onda de histeria gerada em torno da chamada "globalização neo-liberal".

Daniel T. Griswols Director Associado do Centro de Estudos de Política Comercial do Cato Institute publicou uma critica ao livro. Esta encontra-se traduzida para português no blog do Claudio Tellez.

Constituição Europeia

Um artigo do Daily Telegraph prova que, apesar de não conter o termo, estamos perante uma constuição federalista e "dirigista":

In many ways, this new European Constitution fits the model of existing federal constitutions. The word "federal" was removed by the drafters for cosmetic purposes, but the structure - which that word correctly described - remained unchanged. Part I lists first the "exclusive" powers of the EU (the federal government), and then the "shared" powers, where the member states are allowed to act "to the extent that the Union has not exercised" its own power. This is directly modelled on Chapter VII of the German constitution, which distinguishes "exclusive" and "concurrent" powers, and allows the provinces to make laws about the latter "to the extent that the Federation does not use its legislative power".

The list of "exclusive" powers in the new EU Constitution is admittedly quite short; but many of the powers usually exercised by federal governments are listed in the "shared" category, and the mechanisms are in place for the European federal authorities to take over as much of them as they need. What is entirely lacking is a list of the exclusive powers of national governments. In theory this is unnecessary, as they retain all powers not otherwise listed.

In practice it might be embarrassing to compile such a list, as it would reveal how few items of significance were left at the national level. The Indian constitution makes salutary reading here. Its list of the exclusive powers of the individual states includes major items such as agriculture and fisheries - matters controlled by the governments of Mysore and Uttar Pradesh, but not by those of Britain and France.




"But if this draft European Constitution is in some ways a typical federal constitution, in other ways it is one of the most disturbingly untypical constitutions ever written. The purpose of any constitution is to set out the fundamental structure of authority of the state - the powers of the parliament, government and judiciary, the basic rules for elections and citizenship, and so on. A constitution is about legality and political authority. It is not about the particular policies which a government, once it was legally elected, might or might not wish to pursue.

This constitution, on the other hand, is stuffed full of policy statements. The third of its four main sections is actually entitled "The Policies and Functioning of the Union". These policies are mostly defined in terms of "objectives", which range from the sublime ("peace" and "social justice") to the ridiculous ("protecting the physical and moral integrity of sportsmen and sportswomen")

Alberto João Jardim Pede "Mais Estado"

Em mais um polémico discuros no Chão da Lagoa Alberto João Jardim (AJJ) pediu mais tecnocracia como forma de desmontar o aparelho politico-ideologico do estado.

Como uma vez sugeriu Miguel Esteves Cardoso AJJ é na verdade um socialista. A sua preferência pelo estatismo é por demais evidente. Os enormes défices orçamentais da Madeira, pagos pelo Orçamento de Estado, a pretexto de serem "custo da insularidade" e sob ameças de independência do arquipélago são a prova. Pese embora o enorme peso do estado no continente a Madeira é verdadeiramente o ultimo reduto socialista em Portugal.

Orgulhosamente Sós

No seu ultimo discurso (que só durou uma hora!!), Fidel Castro, rejeitou a ajuda ofercida pela UE, apelidou de fascista para baixo os líderes europeus e disse que o "ódio" dos países ex-comunistas da Europa se deve a Cuba ter alcançado uma sociedade "mais justa e humana" que o capitalismo que eles adoptaram.

Aguada-se a todo o instante uma crónica de Ruben de Carvalho a justificar (e a apoiar) estas barbaridades.

Why Do Intellectuals Oppose Capitalism?

Neste artigo, Robert Nozick, tenta perceber porque em certas áreas existe um desproporcionado número de adversários do sistema capitalista.

Why then do contemporary intellectuals feel entitled to the highest rewards their society has to offer and resentful when they do not receive this? Intellectuals feel they are the most valuable people, the ones with the highest merit, and that society should reward people in accordance with their value and merit. But a capitalist society does not satisfy the principle of distribution "to each according to his merit or value." Apart from the gifts, inheritances, and gambling winnings that occur in a free society, the market distributes to those who satisfy the perceived market-expressed demands of others, and how much it so distributes depends on how much is demanded and how great the alternative supply is. Unsuccessful businessmen and workers do not have the same animus against the capitalist system as do the wordsmith intellectuals. Only the sense of unrecognized superiority, of entitlement betrayed, produces that animus

Um artgo da Fortune relata como, o excesso de regulação, está a afastar as empresas da Califonia para outros estados da união.

"The state government under embattled Democratic Governor Gray Davis is turning so stridently antibusiness that it threatens to inflict permanent structural damage. Since 2002 the left-leaning legislature has enacted or expanded half-a-dozen laws dealing with burdensome regulations like family leave and overtime pay. Some corporate leaders think California is becoming Sweden-on-the-Pacific. "I've never seen anything like this is 35 years," says Angelo Mozilo, CEO of Countrywide Financial, the big mortgage company based near Los Angeles. "The state is punishing business, yet it's somehow convinced that business will not leave.".

"Wrong: Companies?and jobs?are departing in droves. The state has lost 289,000 manufacturing jobs since 2001. "The jobs that have to stay here are ones that involve direct contact with customers," says Liam McGee, head of Bank of America in California. "The mobile jobs?in systems development, manufacturing, call centers?are moving to other states." Fidelity National, the nation's biggest title-insurance company, is shifting its headquarters from Santa Barbara to Jacksonville. Scores of the small businesses that form the backbone of California's economy are moving either jobs or headquarters out of state. Buck Knives is going to Idaho, and Coast Converters, a bagmaking company, to Las Vegas. Taylor-Dunn, a manufacturer of cartlike vehicles for airports, is expanding in Ohio and Missouri. Though Countrywide is growing rapidly, Mozilo is shrinking operations in California and shifting all expansion to low-cost states like Texas. By his estimate, the flood of new legislation will increase Countrywide's cost per worker by $4,000 to $5,000 a year"
